Vicinia Property Management is looking for a HUD HAP/LIHTC Compliance Manager. This role is responsible for ensuring compliance with all federal, state, and local affordable housing regulations, specifically related to the Department of Housing and Urban Development (HUD) Housing Assistance Payment (HAP) program and the Low-Income Housing Tax Credit (LIHTC) program. The Compliance Manager will oversee property compliance, manage resident eligibility processes, and work closely with property management teams to maintain regulatory adherence.
Key Responsibilities:
Ensure compliance with HUD HAP and LIHTC regulations across assigned properties.
Oversee tenant eligibility verification, income certification, and annual recertification processes.
Maintain accurate records and documentation for audits and inspections.
Conduct internal file audits and prepare for external agency audits and reviews.
Serve as the primary point of contact for regulatory agencies, investors, and property stakeholders regarding compliance matters.
Monitor changes in HUD and LIHTC regulations and update policies and procedures accordingly.
Train property management teams on compliance requirements and best practices.
Assist in resolving resident compliance issues and ensure timely reporting of non-compliance matters.
Develop and implement corrective action plans for compliance deficiencies.
Ensure timely submission of required reports and documentation to funding agencies and stakeholders.
Qualifications:
Bachelor’s degree in business administration, Real Estate, Public Administration, or a related field (preferred).
Minimum of 3-5 years of experience in HUD HAP, LIHTC compliance, or affordable housing management.
Strong knowledge of federal and state affordable housing regulations.
Certified Occupancy Specialist (COS), Housing Credit Certified Professional (HCCP), or equivalent certification preferred.
Experience with tenant income certification and recertification processes.
Proficiency in RealPage Affordable property management software and compliance tracking systems is REQUIRED.
Strong organizational, communication, and problem-solving skills.
Ability to work independently and collaboratively with property management teams.
Working Conditions:
Remote office based with occasional site visits to properties.
Ability to travel as required for training, audits, and inspections.
Standard office hours with occasional evening or weekend work for deadlines or urgent compliance matters.
Compensation:
$60,000 - $75,000
